Carbon Trust confirms 2015 changes to the Energy Technology List

The Carbon Trust has confirmed that this year’s Energy Technology List changes, announced as part of the George Osborne’s Budget 2015, will go live on 4th August 2015.

Every year the criteria, claim values and eligible technologies on the Energy Technology List (ETL) for the Enhanced Capital Allowances (ECA) scheme undergo a review and any changes to the list come into place in late summer/early Autumn.

Changes to the Energy Technology List

The Carbon Trust has confirmed that this year’s changes, announced as part of the George Osborne’s Budget 2015, will go live on 4th August 2015. This means that the composition of the ETL will change from that date as below:

One new technology has been added to the list: Waste Heat to Electricity Conversion Equipment.

Technology categories with changes to the criteria are:

  • Air to Water Heat Pumps;
  • Heat Pump Driven Air Curtains;
  • Converter Fed Motors (previously Permanent Magnet Synchronous Motors);
  • Line Operated Motors (previously Single Speed Induction Motors);
  • High Efficiency Lighting Units (HELUs);
  • White Light Emitting Diode Units (White LEDs);
  • Close Control Air Conditioning;
  • Refrigerated Display Cabinets.
     

Products in these 8 categories have been reviewed against the new criteria and manufacturers contacted where it appears that products in ETL listed categories do not meet the revised criteria (or where additional information is required for the assessment).

 Products that were in the category of 'Packaged Chillers (tested to full load EER)’ will be removed from 4th August, unless they have been transferred to the ESEER category where manufacturers have sent additional information and they have been accepted against the criteria.

 Should you wish to claim Enhanced Capital Allowances on purchases of any products that may be removed from the list on 4th August 2015, then you will need to make their purchase prior to that date.

Additionally, some minor ‘housekeeping’ changes have been made to the following:

  • Active chilled beams (Bulkhead active chilled beams have been added to the criteria);
  • Curtains blinds doors and covers for RDCs (Enhanced air flow management equipment has been added and it has been clarified that lighting within products must meet ECA criteria)
  • Air source split and multisplit heat pumps (inclusion of heat pump driven air curtain as an ‘indoor’ unit as part of a VRF system)
  • Warm air heating equipment (definition of the low test point for products fitted with high/low and fully modulating controls).
