London Borough of Ealing votes to charge Borough CIL from March 2026

London's last council votes to introduce Community Infrastructure Levy (CIL) from 01 March 2026

In a Council meet on 16th December Ealing Council (London Borough of Ealing) decided to adopt CIL with effect from 01 March 2026.

Ealing's charging schedule proposes:

🏘️ £300/m² charge for residential development in 'central Ealing' and
🏘️ £150/m² for residential development in the 'rest of the borough'.

🏛️ £350/m² for Student Housing, large-scale purpose built shared living and other houses in multiple occupation (HMOs) and PBSA.

There would be ZERO charge for offices, affordable workspace or retail, food and beverage uses. Publicly funded or not-for-profit development for medical, health, educational, sports and leisure facilities would also avoid the charge.

🏛️ Hotels a charge rate of £50/m² CIL - borough wide

🏭 Industrial would be subject to a CIL rate of  £40/m² CIL

🏭 However, Data Centres would be subject to a £150/m² CIL 'headline' levy (before indexation), down from a proposed £200 per square metre charge in the council's submitted draft schedule.

A default rate of £25/m² for all other uses (not otherwise specified)

Along with all other London Boroughs, Mayoral CIL (MCIL) has been chargeable in Ealing since 2012 but is now extended by this imminent addition of Borough CIL (BCIL).

The new CIL rates will potentially apply to all* planning permissions granted after CIL comes into effect - from 01 March 2026. (*subject to any reliefs or exemptions that may be applicable - and APPLIED FOR!!)
